Kaining KANG, reform founder of "Mixed Ownership of Government Supported Service Invention" in China. Deeply participated in the fourth revision of Patent Law, promoted the Patent Law to add a paragraph as "The State encourages the entity that is granted a patent right to implement property right incentives". Also promoted the Scientific and Technological Progress Law to add an article as "Explore a system for vesting ownership or rights of long-term use of job-related scientific and technological achievements in science and technology personnel".
